Vietnam and Japan discuss technology cooperation
Vietnam's Ministry of Science and Technology reported on 3 October 2026 that the two sides discussed implementing their ICT and digital-transformation memorandum at a 2 October meeting in Tokyo. Topics included AI, language models, governance, digital infrastructure, IoT and skills.
The announcement also addresses AI suited to Vietnamese language and culture. Further technical work is planned. It does not establish a specific commercial project intake program for all businesses.
Suggested preparation for software collaboration
Businesses planning Vietnam–Japan projects can prepare aspects within their control.
Start with a clear description of the business problem: who uses the system, how the work currently happens and what constitutes an acceptable result. For a document-processing system, agree on document types, required fields, exceptions and validation procedures.
Project coordination also needs attention:
- Build a glossary so business terms have consistent meanings.
- Name decision owners and define how requirement changes are handled.
- Agree on acceptance criteria for functionality, data and operations.
- Establish progress reporting, issue tracking and documentation handover.
Start with a scope that can be evaluated
For an AI use case, a limited trial needs suitable input data, people who can check outputs and measures tied to actual work. A team might start with one document type or one workflow step, then review results before expanding.
This preparation supports concrete discussions about scope, responsibility and cost. It is equally useful for web applications, internal systems and automation projects that do not use AI.
